CHP DEPUTY CHAIRMAN SEZGİN TANRIKULU: “THE TRANSPARENCY CRISIS IN DIYARBAKIR PRISON RESTORATION IS DEEPENING”

CHP Genel Başkan Yardımcısı ve Diyarbakır Milletvekili Sezgin Tanrıkulubrought the "transparency" discussions regarding the restoration of Diyarbakır E Type Prison to the agenda of the Turkish Grand National Assembly with a written statement and two separate parliamentary questions.

Metinde, birinci etap ihalesini alan PERGE Restorationun kurucusunun C.Z. olduğu, aynı etapta şantiye şefi olarak S.Z.’nin görev yaptığı, ikinci etap ihalesini alan FIMAS Constructionnın sahibinin yine S.Z. olduğu belirtildi. İki şirketin adreslerinin kapı numarası dışında aynı olduğu ve yan yana faaliyet gösterdiği bilgisi paylaşıldı.

Adalet Bakanı Yılmaz Tunç’a yöneltilen önergede, cezaevinin devrinden önce yapılan fizibilite çalışmalarının olup olmadığı, October 11, 2022 tarihli protokolün içeriğinin neden kamuoyuyla paylaşılmadığı, restorasyonun planlama ve ihale süreçlerine ilişkin bakanlık değerlendirmesi ile itirazların bulunup bulunmadığı soruldu.

Emphasis on Memory, Evidence and Protection Inventory
Tanrıkulu asked whether a protection inventory and inspection mechanism was created for the "torture traces and evidence parts" of the building before and during the restoration, and whether the opinions of September 12 victims, human rights organizations and independent experts were included in the process.

Tanrıkulu said, “The restoration of Diyarbakır Prison is not just a building repair, it is a part of the process of memory and justice.”
