Work permit applications have started for foreign shepherds and animal carers: Here are processes and criteria

The application process has started
As of June 12, 2025, a work permit application process was initiated for foreign shepherds and caregivers to be employed in livestock enterprises.

Criteria for Application
In order to employ a foreign shepherd or caregiver, the livestock enterprise must meet the following conditions:

• The presence of at least 200 ovine animals of the ovine livestock business,

• The presence of at least 100 cattle of the fattening livestock enterprise,

• The presence of at least 50 cattle of the dairy business,

• Mixed (fattening and milk) livestock enterprise should have at least 75 cattle.

Each business that meets these conditions will be able to run a shepherd or caregiver for every 200 sheep or 100 cattle and employ a total of three foreign shepherds/caregivers.

Step by Step Application Process
Application process, employers in the animal husbandry activity must follow certain steps:

1. SSI registration of the livestock enterprise should be made.

2. Application should be made through the e -iz system.

3. The documents required for foreign workers (employment contract, biometric photographs, etc.) should be uploaded to the system.

4. Following the completion of the application, transactions over the e -iz must be followed.

5. After the application is approved, the work permit fee and valuable paper fee must be paid and the work permit certificate must be sent by PTT Cargo.

Social Security Obligations
Foreign shepherds and animal carers who have obtained work permit shall fulfill their social security obligations in accordance with the provisions of the Social Security and General Health Insurance Law No. 5510.
