World Union of Muslim Scholars Issues Strong Call for Gaza: 'Military Intervention and Mass Boycott Have Become Obligatory'

The World Union of Muslim Scholars' Ijtihad and Fatwa Commission issued a comprehensive 15-article fatwa regarding the attacks on Gaza and the disruption of the ceasefire on March 28, 2025. The fatwa emphasized that military, economic and logistical aid to Israel is forbidden and that supporting the resistance of Muslims is a fard al-ayn jihad.

Comprehensive fatwa after Gaza attacks
The World Union of Muslim Scholars Commission of Ijtihad and Fatwa issued a remarkable fatwa on March 28, 2025 (28 Ramadan 1446) in the face of the ongoing attacks on civilians in Gaza and the silence of the international community.
 
While the fatwa stated that Israel's attacks exceeded the limits of legitimate defense and clearly included cruelty, the attitude of Muslims towards this situation, their responsibilities and the obligations of states were listed in 15 articles.
 
Here is the 15-article fatwa of the World Union of Muslim Scholars:
 
1. The military cessation of the Zionist invaders and the mercenaries who join them in the attack is a jihad responsibility that is obligatory on all Muslims. The delay of governments in this regard is a great religious responsibility.
 
2. It is forbidden to sell weapons, ammunition and military equipment to Israel and to allow the passage of these products by land, sea or air. This includes crossing points such as the Suez Canal, the Bab al-Mandab Strait and the Strait of Hormuz.
 
3. It is forbidden to provide support such as oil, gas, food, and drink to Israel. Those who do this while the people in Gaza are hungry are committing a great sin; those who do this out of love for the enemy are excommunicated.
 
4. It is a religious obligation for Islamic countries to form a joint military alliance. If this is delayed, great discord and corruption will occur, as the Quran also states.
 
5. All agreements made with Israel should be reviewed and it should be questioned whether the occupier has violated its obligations in these agreements.
 
6. Material jihad is also obligatory. It is religiously obligatory for Muslims to support the resistance with their zakat and property. The livelihood and protection of the mujahideen and their families must be ensured.
 
7. Any kind of normalization (political, economic, cultural) with Israel is forbidden. These relations must be severed immediately.
 
8. Scholars are responsible for explaining the truth, mobilizing the ummah, and putting pressure on the rulers. Silence is unacceptable.
 
9. All Muslim countries must cut off diplomatic, economic and cultural relations with Israel. Muslims who invest in settlement projects, especially in the occupied territories, must end these activities.
 
10. The US government, especially Trump, who was elected with the support of Muslims, is reminded of his promise of peace, and American Muslims are called to put pressure on this issue.
 
11. Boycotting companies that support Israel is mandatory. Public opinion should be created to stop the activities of these companies, and attention should be paid especially to companies that come from countries that provide military and political support.
 
12. It is the duty of every Muslim to deliver aid to Gaza. It is stated that the people should continue this aid mobilization even if the governments prevent it.
 
13. Unity must be established among Muslims and factionalism must be avoided. Resistance groups and Islamic countries must act together.
 
14. All Muslims should recite the 'kunut-i nazile' prayer in their prayers for Gaza and continue to pray vocally and silently on this matter.
 
15. The individuals, institutions, countries and especially the Western actors who have made just decisions in support of Gaza are thanked. It is emphasized that this attitude is encouraging.
 
At the end of the fatwa, the Commission saluted all individuals and institutions supporting the resistance in Gaza and called on the Ummah to fulfill its responsibility.
