MHP's Mustafa Kalaycı: 'The presidential system has made political stability permanent'
MHP Deputy Chairman and Konya MP Mustafa Kalaycı defended the Presidential Government System in his speech at the TBMM General Assembly regarding the omnibus bill numbered 212. Kalaycı stated that the omnibus bill included regulations in line with the annulment decisions of the Constitutional Court and said that the proposal included provisions that would strengthen economic, administrative and military structures.
'The Presidential System of Government has liquidated tutelage'
Speaking on behalf of the MHP Group, Mustafa Kalaycı stated that the Presidential System of Government provided a healthy separation of powers between the executive and legislative branches. Arguing that the system saved Türkiye from tutelage centers, Kalaycı said, “The Turkish nation has confirmed this system for three elections. It is necessary to embrace it, not debate it.”
'New internal regulations are mandatory'
Kalaycı said that the inefficiency in the Parliament was not related to the system but to the Parliament's Rules of Procedure, and that a new rules of procedural law prepared through consensus would increase the reputation of the Parliament and the quality of legislation.
'The Economic and Social Council must become functional'
Kalaycı said that they found the regulations regarding the Economic and Social Council within the Presidency with the omnibus bill proposal positive and emphasized that it is important to activate this institution.
'TSK should not be made a subject of political polemic'
Defending the article that allows the President to shorten or extend the waiting periods for ranks in the Turkish Armed Forces, Kalaycı said, “This flexibility is necessary to meet personnel needs. This regulation was prepared with the views of the Turkish Armed Forces and the Ministry of National Defence. The army should not be made a subject of political polemics.”
'YÖK and universities should be restructured'
Stating that radical reforms are needed to increase the competitiveness of universities and support scientific production, Kalaycı called for the improvement of academics' personal rights.
'The spread of industry to Anatolia is a strategic necessity'
Drawing attention to the increasing demographic and economic density in the Marmara Region in his speech, Kalaycı said, “Shifting industrial investments to Anatolia is not only an economic but also a strategic necessity. Konya is one of the exemplary cities for this transformation.”
'Solution instead of villages: Regional incentives and local development'
Kalaycı, who also evaluated the articles regulating the criteria for establishing and closing new municipalities, said that instead of closing municipalities in settlements with decreasing populations, comprehensive development policies that will stop migration should be implemented.
'As MHP, we adopt the goal of 100 provinces and 1000 districts'
Stating that they defend MHP's target of 100 provinces and 1000 districts to ease the burden on crowded metropolises and develop Anatolia, Kalaycı said, "Anatolia's industrial potential is ready for this transformation."
'A new constitution and political ethics law should be enacted'
At the end of his speech, Kalaycı also touched on the need for a new constitution, and called, “We must work for a democratic constitution that meets the expectations of the nation and highlights rights and freedoms. In addition, the political ethics law should now be on the agenda.”
