New License Fees Put Veterinary Services in Difficulty: TVHB Calls for “Regulation Should Be Withdrawn”

17 Ekim 2025 tarihinde Türkiye Büyük Millet Meclisi’ne sunulan “Vergi Kanunları ile Bazı Kanunlarda ve 631 Sayılı Kanun Hükmünde Kararnamede Değişiklik Yapılmasına Dair Kanun Teklifi” kapsamında sağlık kuruluşlarına yeni ruhsat harçları getiriliyor. Teklifte, 10,000 TL for veterinary offices, 20,000 TL for polyclinics, 40,000 TL for animal hospitalsIn metropolitan cities, it is envisaged that fees will be paid at twice the rate of these amounts.

Veterinary Medicine is a Public Service
In the statement of the Turkish Veterinary Medical Association, it was emphasized that veterinary medicine is a public health profession that serves not only animals but also society.

According to TVHB, the new fee burden, when evaluated together with existing taxes and operating expenses, will seriously threaten the sustainability of the profession.

Livestock and Public Health Will Be Damaged
TVHB pointed out that difficulty in accessing veterinary services will lead to disruptions in animal health, production losses and the spread of zoonotic diseases.

Emphasis on Participatory Decision Process
The Union criticized the fact that the opinions of professional organizations were not taken while preparing the regulation and said, "Regulations regarding a public profession such as veterinary medicine should be made by taking into account the facts in the field and with the participation of relevant institutions."

In addition, it was stated that although veterinarians are included in the health services category, they are deprived of many of the rights enjoyed by dentists and physicians.

“This Regulation Should Be Re-Evaluated”
In a joint statement with the Central Council of the Turkish Veterinary Medical Association, 70 Regional and Provincial Chambers, "Veterinary medicine is not a commercial activity, but a public health service. The new fee regulation should be withdrawn and reconsidered with the participation of relevant professional organizations."

The Union stated that increasing the employment of veterinarians in the public sector, supporting young colleagues and improving professional conditions are mandatory for the country's animal husbandry and public health.

Community Health Starts from Veterinary Medicine
Finally, in the TVHB statement, "Veterinarians are health professionals who protect animal, human and environmental health together. This fact should not be ignored, otherwise the damage will be not only to veterinarians, but also to society."

The Union announced that they will follow the process against the current bill through all democratic and legal means.
