AK Party's Mustafa Oğuz: "The omnibus bill will bring clarity and speed to public services; we are producing action, not words"

AK Party Burdur Deputy Mustafa Oğuz, the first signatory of the omnibus bill numbered 212, emphasized in his speech at the TBMM General Assembly that the regulation was prepared to comply with the Constitutional Court decisions. Oğuz stated that the proposal would accelerate public services, eliminate bureaucratic bottlenecks and put an end to waste of resources.

“We comply with the Constitutional Court decisions”
AK Party Burdur Deputy Mustafa Oğuz stated that the purpose of the law proposal numbered 212 is to transfer the provisions annulled by the Constitutional Court to legal ground. Oğuz said, “This proposal strengthens the legal basis of current practices rather than producing a new public policy.”
 
“This is a technical harmonization law, it will accelerate public service”
Oğuz stated that the proposal includes many technical headings such as updating administrative structures, personnel regime, legal entity processes of local governments. “These changes will ensure that public services reach citizens more effectively,” he said.
 
“A flexible structure is required for the personnel needs of the Turkish Armed Forces”
Oğuz also touched upon the regulation regarding the extension and shortening of the rank waiting periods of officers by the Presidential decision, and said, “This authority has been redefined by law following the annulment decision of the Constitutional Court. The aim is to flexibly manage personnel mobility during periods when the TAF needs it.”
 
“We are bringing a legal framework to the appointment of the Council of Higher Education and rectors”
Oğuz said that the regulations regarding higher education were also clarified by law. He stated that the appointment principles of YÖK members and rectors were rearranged in accordance with the Constitution and said, “Governance is targeted in universities.”
 
“We provide funding support and facilitation in mine clearance activities”
Oğuz stated that customs exemption was granted for equipment imports in mine clearance activities carried out within the scope of international agreements, and said, “This regulation is essential for the fulfillment of obligations under the Ottawa Convention.”
 
“Administrative chaos will end with local government regulation”
Drawing attention to the situation of towns with a population below 2 thousand and the regulations on village-municipality transformations, Oğuz said, “These processes will now operate on the basis of law and in accordance with the Constitution.”
 
“This law is a stance against waste of resources”
Touching on the financial impacts of the omnibus bill, Oğuz said, “Some articles do not impose any additional financial burden, while others will provide savings to the public in the long run. This law both simplifies public administration and maintains budget discipline.”
 
“We respect the opposition’s criticism, but the public interest is clear”
Oğuz, who stated that they took into consideration the technical criticisms of the opposition, said, “But this law represents the will of the Parliament, the seriousness of the state and the solution-oriented approach of our government. We are producing action, not just talk.”
 
Road quarrel with Tanal reflected in Parliament
During the speech, CHP Şanlıurfa Deputy Mahmut Tanal interrupted Oğuz's speech by frequently saying, "Build the Burdur-Fethiye road." Oğuz responded, "Mr. Tanal, I invite you to say 'yes' to this proposal."
